Dört kişi, müze çevresine yakın bir noktadan gelerek değerli taşları çaldıktan sonra olay yerinden hızla uzaklaştı. Olayın başlangıcında, hırsızların küçük bir testereyle donatılmış bir scooter kullandıkları ifade ediliyor.</p>

<p>Guardia tarafından verilen bilgiye göre, Cement Seattle tarzı bir kamyonla müzenin güney cephesindeki balkon penceresine erişen hırsızlar, ziyaretçilerin içeri girmeye başlamasından yaklaşık yarım saat sonra, saat 9.30 civarında içeriye girmeyi başardı. Ayrıntılar, yük asansörüyle gelen bir kamyonun yanaşmasıyla güvenlik açığını kullandıklarını işaret ediyor. Soygun, kısa süreli bir olay olarak tahmin ediliyor; yetkililer, içeri girdikten sonra vitrinlerde sergilenen mücevherleri aldılar ve motosikletlerle bölgeden ayrıldılar.</p>

<p>Aynı gün Paris Savcılığı, olayla ilgili olarak organize hırsızlık ve suç örgütü kurma şüphesiyle soruşturmayı başlattı. Soruşturma sürecinde, özel bir birim tarafından kültürel varlıkların yasa dışı yollarla kaçakçılığını önlemek amacıyla çalışmalar sürdürülüyor.</p>
<p>Fransa Cumhurbaşkanı Emmanuel Macron, konuyla ilgili olarak paylaşımında Louvre’nin mirasına yönelik bir saldırı olduğuna vurgu yaptı ve çalınan eserlerin bulunması için her türlü önlemin alındığını ifade etti. Ayrıca, Başkan, yeniden güvenlik önlemlerinin yaygınlaştırılacağını ve Nisan ayında başlayan Yeni Rönesans Louvre projesinin bu süreçte güvenliği güçlendireceğini belirtti.</p>
<p><u><strong>Kültür Bakanı Açıklamaları</strong></u> Kültür Bakanı Racgida Dati, sabah erken saatlerde gerçekleşen soygunun ardından çalınan mücevherlerin paha biçilemez olduğunun altını çizdi. En değerli koleksiyonların sergilendiği Apollo Galerisi’nde Napolyon Bonaparte ile İmparatoriçe Josephine’ye ait kolye, broş ve taç gibi parçaların çalındığı bildirildi. Savcılık ise olayla ilgili olarak kültürel varlıkların yasa dışı kaçakçılığını önlemek amacıyla yürütülen operasyonlar çerçevesinde inceleme başlattı.</p>
<p><strong>Monna Lisa’nın Evi</strong> Louvre Müzesi, Seine Nehri kıyısında yer alan, dünyanın en zengin sanat koleksiyonuna sahip müzelerden biri olarak bilinir. 1793’te Fransız Devrimi sonrası açılan müze, 12. yüzyılda bir kale olarak inşa edilmiş olup, günümüzde 500 binden fazla sanat eserine ev sahipliği yapmaktadır. 										<content:encoded><![CDATA[<p>Fransa&#8217;nın başkenti Paris&#8217;te, Filistin destekçileri, <strong>Paris</strong> ve <strong>Maccabi Tel-Aviv</strong> basketbol kulüpleri arasındaki karşılaşmayı protesto etmek amacıyla bir araya geldi. Bu karşılaşma, Paris&#8217;teki Adidas Arena&#8217;da gerçekleştirildi.</p>
<p>Göstericiler, ellerinde Filistin bayrakları ve &#8220;Filistin&#8217;de Adalet&#8221; yazılı dövizler taşıyarak, karşılaşmanın yapıldığı alanın önünde toplandı. Protestocular, &#8220;<strong>İsrail</strong> katil, (Fransa Cumhurbaşkanı Emmanuel) Macron suç ortağı&#8221; şeklinde sloganlar atarak, duruma olan tepkilerini dile getirdiler.</p>

<p>Birleşik Arap Emirlikleri (BAE) Devlet Başkanı Muhammed bin Zayid Al Nahyan, iki ülke arasındaki işbirliğini güçlendirmek amacıyla Fransa&#8217;yı ziyaret etti. Bu ziyaret, iki ülke için de önemli bir dönüm noktası olarak değerlendiriliyor.</p>
<p>Fransa ve BAE tarafından yapılan ortak yazılı açıklamaya göre, Fransa Cumhurbaşkanı Emmanuel Macron, Al Nahyan&#8217;ı Paris&#8217;teki ünlü Elysee Sarayı&#8217;nda düzenlenen akşam yemeğinde ağırladı. Bu yemek, iki liderin stratejik konuları ele alması açısından büyük bir fırsat sundu.</p>

Initially dismissed as yet another Brussels gimmick—a top-down, perfunctory exercise with a major pro-EU bias—, the Conference revealed a genuine, possibly one of the most consequential, attempts at upgrading the Union to the new geo-political and social realities of the continent. And for the first time it did so with some citizens’ involvement.</p>

<p>As the Conference just ended, let’s examine what we have learned from this unprecedented democratic exercise before predicting what its legacy might be.</p>
<h2>A new logic: It’s the citizen, stupid!</h2>
<p>Contrary to previous efforts at institutional reform, it’s not the EU member states nor the EU institutions but hundreds of citizens of Europe – of different geographic origin, gender, age, socioeconomic background and level of education – who this time demand for a overhaul of the bloc.</p>
<p>This is a game-changer insofar citizens have historically been side-lined in European integration. The new logic underpinning the Conference, as a citizen-driven, bottom-up process, may put governments and institutions in an unprecedented bind.</p>
<p>Following the publication of citizens’ recommendations, no political actor in the EU – not even the democratically elusive European Council gathering all heads of state and government – will be able to escape some form of accountability on how it intends to follow up on citizens’ demands. Hence the present effort by some capitals to <strong>delegitimize the process</strong> instead of taking issue with its recommendations.</p>

<h2>A new method: deliberation works</h2>
<p>As revealed by previous citizens’ assemblies organised at the national level, the Conference on the Future of Europe proved capable of unlocking some of the most contentious issues within the bloc, ranging from the need to have an EU-wide energy policy to a unified electoral competition.</p>

<p>Similarly to what happened in Ireland where citizens’ deliberations led to the liberalisation of abortion laws and legalisation of same-sex marriage, the EU citizens’ fresh look at some of the hardest topics confronting the Union paved the way to EU political reform. While this conclusion was facilitated by a sentiment of shared destiny prompted by extraordinary events such as the pandemic and the Russian invasion of Ukraine, the Conference deliberative format was conducive to – and ready to crystallise into political demand – such a realisation.</p>
<p>Deliberation by randomly selected citizens can work, also in a transnational setting as the EU.</p>
<h2>A new reflex: trust the citizens</h2>
<p>The Conference also broke another myth that had been chasing European integration since its inception.</p>
<p>Due its original, historical attempt at constraining popular sovereignty in the aftermath of World War II, the EU has historically been suspicious toward any expression of popular will. Put it simply, how could one still trust people who brought fascists to power? Yet today the Union’s atavistic hostility toward citizens’ input might be in the process of being overcome.</p>

<p>The Conference’s experience plainly revealed that the <strong>expression of popular will</strong> can be trusted, and that it may be particularly needed in a Union still lacking a common public and political sphere.</p>
<p>Indeed, once offered the opportunity to reflect upon their personal experience of the EU project together with their European peers in the framework of the Conference, the randomly selected citizens didn’t shy away from acknowledging the Union’s imperfect nature and ask instead for a more intelligible, responsive, and accountable Europe.</p>
<p>Ultimately, asking to be better informed about what and how national leaders decide in Brussels, or calling for greater, EU-wide public debates are not the exclusive prerogative of pro-European voices, but rather a pre-requisite to contribute to the Union’s democratic life, or that of any other democratic community worth of this name.</p>
<h2><strong>A new feedback loop between participation and representation</strong></h2>
<p>One of the most challenging aspects of participatory democracy has historically been how to connect the citizens’ input with the traditional mechanisms of representative democracy.</p>
<p>The EU is no exception: the participatory and representative components of EU democracy are like ships that pass in the night. This is because EU participatory channels – be they European citizens’ initiatives, petitions, or public consultations – are not intended to impact directly how decisions are made, but simply to legitimize existing policy approaches.</p>

<p>How did the Conference change that? It established the first ever plenary assembly mixing randomly-selected citizens <strong>presenting their recommendations</strong> with elected representatives deliberating jointly. Far for providing a silver bullet, the EU experimented a mechanism exposing – on an equal and mutual basis – elected citizens with citizens who had been drawn. This established and nurtured a ‘safe space’ within which the competing claims of representation – by the elected (‘I was elected’) and by the citizens (‘I was drawn’) could be reconciled. Despite the dominant corporatist bias among political representatives vis-à-vis participatory democracy, they also realize how much representation urgently need an additional source of legitimacy.</p>
<p>As the Conference has come to an end, the challenge is how to codify these major learnings into the constitutional, administrative and ultimately political culture of the EU.</p>

<p>The first (and only) tangible outcome of the Conference (thus far) has been the public acknowledgement by <strong>Ursula von der Leyen</strong>, president of the European Commission, who declared herself ready to learn to establish a permanent EU citizens’ assembly to receive their advice before submitting important legislative initiatives. As this can be done without re-opening the Treaties and appears to receive bipartisan consensus, this might reveal the most immediate Conference’s legacy.</p>
<p>When it comes to other taboo-breaking citizens’ recommendations, several of them do require transferring new power to the Union – from taxation, energy to education – to be realized, and only a treaty change may do.</p>
<p>As a result the question urgently facing EU leaders in the aftermath of the Conference is whether to content ourselves with the patchy responses provided by the Union to the new emergencies – as twelve countries resisting treaty chance publicly demand (including the next two rotating presidencies of the Council, Sweden and Czechia) – , or rather to embark on a ‘quantum leap’ and upgrade the Union to the ‘brave new world’ in which we find ourselves in.</p>

<p>The answer to this question, which will be first discussed by the next European Council in June, will not only define EU’s course of history but also that of its 450 million and the many more waiting at its doors (ask the Ukrainians, Moldovans, Georgians, etc.).</p>
<p>Europe is, once again, on the making. 										<content:encoded><![CDATA[<p>Fresh off the back of a resounding election victory last month, Emmanuel Macron has pitched one the biggest changes to the structure of the European Union in decades.</p>
<h2>What is Macron&#8217;s idea?</h2>
<p>Amid his own suggestions that war-torn Ukraine&#8217;s EU membership bid could take &#8220;decades&#8221; and long delays to the accession of countries in the Western Balkans, France&#8217;s president wants consideration given to a two-speed Europe. </p>
<p>He laid out his vision of a broader community of European democracies that would allow for deeper cooperation between the 27-member bloc and non-EU countries.</p>

<p>Within this new political union, nations like Ukraine, and even a post-Brexit Britain, could forge deeper ties without officially joining the EU. </p>
<p>&#8220;The EU, given the level of its integration and ambition, cannot be in the short-term the only means of structuring the European continent,&#8221; Macron told MEPs. </p>
<p>“It’s our historic obligation to respond to that today and to create what I would call a &#8216;European political community&#8217;. This new European organisation would allow European democratic nations adhering to our core values to find a new space for cooperation on politics, security, energy, transport, infrastructure investments and the movement of people, especially the young.&#8221; </p>
<h2>Why now?</h2>
<p>Macron made the comments on Monday at the Conference on the Future of Europe, a consultation exercise on how the EU should be reformed. </p>

<p>Symbolically, he spoke on Europe Day, an occasion that honours the starting point of the continent&#8217;s political and economic integration.</p>
<p>His words also come amid Russia&#8217;s war in Ukraine, which has sparked Kyiv and two former Soviet countries to submit hasty EU membership applications: <strong>Moldova</strong> and <strong>Georgia</strong>. </p>
<p>In addition, there are rumblings from the Western Balkans where countries such as North Macedonia and Albania have long been waiting for membership talks to start. </p>
<p>It may also be linked to frustrations at the speed of EU decision making. Several countries, including Hungary, are holding up a Brussels bid to ban imports of Russian oil.</p>
<h2>How would Macron&#8217;s idea work?</h2>
<p>Details are still very sketchy. </p>

<p>Macron, speaking later alongside German chancellor Olaf Scholz, said: &#8220;We must find a political form that enables to &#8216;dock&#8217; to Europe some states that share the same values and geography and to build together a political coordination, probably some forms of solidarity in terms of security &#8212; and which are not the same as NATO, but some elements of cooperation, solidarity to be defined &#8212; cooperation in terms of energy because we see the integration and solidarity within Europe about these energy issues which are so structuring.</p>
<p>&#8220;We must now start the political consultation to see the interest and, as you noticed, maybe it&#8217;s also a way to regain stability and another form of cooperation with some countries such as the United Kingdom which has decided to leave our European Union but which can have its rightful place in this political community.&#8221; </p>
<p>Nevertheless, the idea marks a major shift in the direction of European policy, particularly for France, which has shown a degree of intransigence towards further integration of new EU member states for years now.</p>
<p>Macron&#8217;s plans would see a two-tier Europe, which, in many ways, runs contrary to the idea of the EU, that is, complete allegiance to the bloc&#8217;s laws and regulations, and in the case of this new proposal, loosely attached European governments which would only cooperate more deeply on issues, such as defence and taxation.</p>
<p>&#8220;One can say the Schengen Area and the eurozone are examples of a two-speed Europe, which is not the same as the other idea [of Macron], which is this outer circle of non-members of the EU, which would cooperate with the European Union on specific areas without being part of the bloc as members of the institutions,&#8221; Camino Mortera-Martinez, head of the Brussels office at the Centre for European Reform told Euronews.</p>

<p>&#8220;And that&#8217;s what I think Macron mentioned or was referring to, this idea of the European political community. And that&#8217;s what applies to Ukraine, Georgia, Moldova, and perhaps to the UK, as well as other countries.&#8221;</p>

<h2>Who is waiting to join the European Union?</h2>
<p><strong>Ukraine</strong>, <strong>Georgia</strong> and <strong>Moldova</strong> have all submitted applications since Russia&#8217;s war began on 24 February.</p>
<p>The European Union&#8217;s executive arm, the European Commission, said it aims to deliver a first opinion in June on Ukraine’s request to become a member. </p>
<p>Macron said Ukraine&#8217;s aspiration to join the bloc was &#8220;legitimate&#8221;, saying Kyiv&#8217;s desire, as well as Georgia and Moldova&#8217;s, &#8220;allows us to re-evaluate our geography and the organisation of our continent&#8221;.</p>
<p>But, behind closed doors, many member states accept that fast-track membership for Ukraine &#8212; and other candidates &#8212; is highly unlikely given that a proposal like this would require major changes to the EU treaties.</p>

<p>&#8220;Lots of these [EU] governments are very wary of opening the treaties because they know that&#8217;s like opening Pandora&#8217;s box,&#8221; Mortera-Martinez said. &#8220;Everybody&#8217;s going to have a requirement and advise them to have a wish list, and that&#8217;s going to become quite difficult at the moment.&#8221;</p>
<p>Critics point to Macron just trying to appease non-EU countries waiting in the wings, some of whom have been in the candidacy queue for years now, rather than actually seriously considering their membership bids.</p>
<p>Apart from <strong>Turkey</strong> &#8212; with whom talks began in 2005 but which stalled and were then stopped in 2019 &#8212; and the trio of recent applicants, all those waiting to join are based in the Western Balkans. </p>
<p><strong>North Macedonia</strong>, which first applied in 2004, has met the criteria for beginning membership talks but its bid is being held up by a <strong>dispute with Bulgaria</strong>. </p>
<p><strong>Albania&#8217;s</strong> bid is linked to North Macedonia&#8217;s, so Sofia&#8217;s veto is holding things up for Tirana, too. </p>
<p><strong>Montenegro</strong> applied for EU membership in 2008. Accession talks, which began in 2012, are advanced and the country could be ready to join by 2025.  </p>
<p>Talks are also ongoing with <strong>Serbia</strong>, while <strong>Kosovo</strong> and <strong>Bosnia and Herzegovina</strong> are considered &#8220;potential candidates for EU membership&#8221;.</p>
<p>Kosovo, a former province of Serbia, declared independence from Belgrade in 2008. Serbia doesn&#8217;t recognise this and continues to treat Kosovo as if it were under its sovereignty. Brussels says neither will be able to join the EU until this dispute is resolved.</p>
<p>Prospects for Bosnia, meanwhile, are poor. It applied for EU membership in 2016 but, according to a European Parliament briefing note, &#8220;internal political instability and lack of political reforms have dampened the country&#8217;s prospects of joining the EU&#8221;.</p>
<h2>What are the chances of Macron&#8217;s idea becoming a reality?</h2>
<p>Macron&#8217;s idea would likely require changes to the EU treaties and there appears to be little appetite for this. </p>
<p>Up to 13 countries, including Denmark, Slovenia, Bulgaria and Sweden, signed a document on Monday rejecting the idea. </p>
<p>&#8220;We do not support unconsidered and premature attempts to launch a process toward treaty change,&#8221; they wrote.</p>
<p>German Chancellor Olaf Scholz, although expressing interest in Macron&#8217;s proposal, also warned against disappointing long-time EU candidates.</p>
<p>&#8220;What is clear is, that this must not and will not stop us from moving forward with what we have started, namely enabling the accession processes that we have been working on for so long now,&#8221; Scholz said at a joint press conference with the French president in Berlin on Monday.</p>
<p>&#8220;This is especially true for the Western Balkans, which we have already talked about. There are very many of them who have already made very far-reaching preparations, who have also made brave decisions. And this courage must also be rewarded at some point.</p>
<p>&#8220;I would simply like to illustrate this with the example of North Macedonia. There have been very brave political leaders who have dared to do something to make it possible for the accession process to be able to start. And we should find a way that this bravery isn&#8217;t disappointed.&#8221;</p>
<p>President Macron says he would like to discuss the idea at the European Council summit in June, with the aim of getting the ball rolling for an EU convention on treaty change in the near future.</p>

										<content:encoded><![CDATA[<p>French President Emmanuel Macron has warned against humiliating Russia for its invasion of Ukraine, if and when any peace settlement is agreed.</p>
<p>He told reporters in Strasbourg that once the war ends, Moscow and Kyiv will eventually have to sit down and negotiate with each other, so any further tensions will only serve to the detriment of the situation.</p>
<p>&#8220;We will have a peace to build tomorrow, let us never forget that,&#8221; Macron said on Monday. &#8220;I mentioned this earlier. We will have to do this with Ukraine and Russia around the table. The end of the discussion and the negotiation will be set by Ukraine and Russia. But it will not be done in denial, nor in exclusion of each other, nor even in humiliation.&#8221;</p>

<p>Macron also laid out his vision of a broader community of European democracies that would allow for deeper cooperation between non-EU countries.</p>
<p>Within this new political union, nations like Ukraine and even the UK could be a part of it.</p>

<p>The proposals were made on Europe Day at the same time as Russian President Vladimir Putin&#8217;s huge military parades in Moscow on Victory Day.</p>
<p>For European Commission President Ursula von der Leyen, the contrast between the EU and Russia could not be starker.</p>
<p>&#8220;I think that today speaks volumes and it speaks for itself. On the one hand, you see an autocrat, Vladimir Putin in Moscow and he has had his military parade &#8211; this is the only thing he has to offer his people,&#8221; von der Leyen told reporters. &#8220;And then on the other hand here in the EP you see a celebration of democracy.&#8221;</p>

<h2>Energy</h2>
<p>The energy issue now seems to be inseparable from the war in Ukraine. To reduce European dependence on Russian oil and gas, Paris wants to accelerate the decarbonisation of European society. The French president wants to deploy clean energy more quickly and ensure that investment continues in nuclear power as part of the European energy mix.</p>
<p>To address rising energy prices, Emmanuel Macron is also expected to push for an overhaul of the rules that set electricity prices. This reform could involve removing the link between the price of gas and electricity.</p>
<h2>Climate</h2>
<p>Tackling climate change is one of the priorities of France’s Presidency of the European Union. The French president supports the idea of a carbon tax on the EU&#8217;s borders in order to avoid unfair competition. An adjustment mechanism that takes into account the carbon impact of imports is currently being negotiated between the EU institutions. Under French, leadership, the 27 finance ministers reached agreement on such a mechanism in March. A compromise will now have to be found with the European Commission and the European Parliament.</p>

<h2>Migration</h2>
<p>Emmanuel Macron wants to reform Europe’s Schengen area, the zone within which there’s free movement of people. This would involve strengthening Europe’s external borders. The French president also wants to set up a Schengen steering committee with more frequent meetings between involved ministers. Paris also wants to create an &#8220;emergency support mechanism&#8221; to be able to provide concrete help when there’s a crisis.</p>
<h2>Digital</h2>
<p>During his second term, the French president wants to continue his drive for digital autonomy within the European Union. The aim is to release sufficient funds to create European champions capable of competing internationally.</p>
<p>In Emmanuel Macron&#8217;s eyes, digital autonomy is also a security issue: it’s needed in order to protect strategic domains and infrastructures. The French head of state favours the establishment of a &#8220;European cloud&#8221;. Paris also intends to support the deployment of a constellation of telecommunications satellites. 										<content:encoded><![CDATA[<p>As the euphoria from his victorious re-election fades away, French President Emmanuel Macron is coming to terms with the enormous challenges he faces not only at home but abroad.</p>
<p>The European Union is in the midst of a geopolitical confrontation with Russia over Ukraine, a conflict that is seen as an existential threat to liberal democracy and the European values.</p>
<p>Besides dealing with a war next door, the EU is battling a series of pressing challenges with no easy answers: a post-pandemic recovery, a costly energy transition, a quest for digital relevance and a nascent defence union are among the top priorities for the 27 member states.</p>

<p>With Angela Merkel out of the picture, Macron is favoured to enjoy an even more prominent and influential voice around <strong>the EU table</strong>.</p>
<p>So what is Brussels expecting from the French leader?</p>
<p>In partnership with Debating Europe, Euronews gathered five Members of the European Parliament to discuss what the president&#8217;s second term might mean for the EU&#8217;s immediate future.</p>
